Annex B: how Monitoro works

Monitoro is KADC’s secure workflow for documenting and reviewing publicly available online tobacco and nicotine promotion in Kosovo. It supports assessment of visible promotional practices and potential industry influence; it is not a population-prevalence or causal-impact study.

Record public evidence

The monitor saves the public-post link and screenshot, then records the platform, product category, observed promotional methods and relevant Kosovo or youth-facing cues.

Review, verify and report

KADC reviewers examine the public source, attached evidence, publication date, possible duplication and structured indicators. They verify a source, request completion, reject it or mark it as a duplicate. Only verified public sources are aggregated in this KADC report.
